I have installed Dev C++ 4.9.9.2 for try it. all options defaut.
I create new project, add file fraps.c and put fraps.h in same directory.

Compilation give me error, i try to search some informations about the problem ==> The problem are _out _int are obsolete instructions, normaly you can't compile it with dev C++ because this functions is not inside this compiler.

my plateform were compiling is xp, but i want to compile for win98 os.

The win98 doesn't work with giveio.sys or other kernel driver I/O.

I don't understand how you do for compile on Dev C++, you are best user ^^

I have understand with my search on google and your link, that the way is use visual C++ to compile. Visual C++ know function _out and _int !!
